Question System turns on but does not boot to Windows when 3070ti is plugged in

Hello, I recently purchased a pre-built PC from newegg to replace one that died a few months prior. It showed up today and has the following specifications:

  • Operating System: Windows 11 Home
  • CPU: Intel Core i7-11700KF 3.6GHz (5.0GHz Turbo) 8-Core 16-Thread
  • GPU: GIGABYTE GeForce RTX 3070 Ti 8GB
  • Motherboard: Z590-V
  • RAM: 16GB RGB DDR4 3200MHz (2x8GB)
  • SSD: 1TB M.2 NVMe SSD
  • CPU Cooler: 240MM RGB AIO Cooler
  • PSU: 750W Gold
  • Case: Corsair iCue 5000x White
Upon my first attempt to boot it, all of the lights and fans powered on, including those on the GPU, but there was no display. From there, I started narrowing down the issues until I found that unplugging the GPU from the power supply allowed the PC to boot to windows. The GPU connects to the power supply via 2 8-pin pcie power cables.

I've tried the following things to troubleshoot: unplug and replug all cables from the power supply, replace the cables attached to the GPU, update the BIOS while connected to onboard graphics and finally I tried a different pcie slot. The PC consistently boots when the GPU is unplugged from the power supply, and allows me to use onboard graphics. When the GPU is plugged into the power supply, the GPU consistently does not boot to windows, but it does turn on.

Any ideas? Is it a simple case of too weak of a PSU, or is this a sign of a dead on arrival GPU?

You're crazy, right? Since i7-11700KF does not have iGPU in it. That's what the F-suffix means.

Btw, if your monitor is connected to GPU and you unplug the PCI-E power cables from GPU, GPU is still powered, getting up to 75W from PCI-E x16 slot. <- This means that you are using your GPU to produce image.
Now, if you were to take out your GPU completely and plug your monitor to MoBo, then you are using onboard graphics (iGPU), IF your CPU has it. You can try that, look if you get any image. (I don't think so, with F-suffix CPU.)

Any ideas?

RMA your PC as a whole. Since you bought prebuilt, you can't RMA individual components, only as a whole PC. (Which is one of many downsides of buying a prebuilt PC.)

Well, I suppose that means I was sent different components than the ones advertised on Newegg, as I'm using the PC now with the GPU entirely removed. Based on msinfo, this is the processor I have

Processor 11th Gen Intel(R) Core(TM) i7-11700K @ 3.60GHz, 3600 Mhz, 8 Core(s), 16 Logical Processor(s)

The Power Supply is an EVGA Supernova 750 G+. I've already messaged the pre-builder, but they won't respond until Monday at the earliest.

i7-11700K costs more than i7-11700KF (~50$ more).
So - good for you.

When discrete GPU is installed into system, iGPU gets disabled.
You have to connect monitor to GPU then.

Indeed, and I've tried every port on the GPU. The system only displays, and only makes it to windows, when the GPU is entirely unplugged from the PSU. I even attempted, in the BIOS, to change priority to the iGPU so that I could get to windows and possibly install drivers while the GPU is plugged in to no avail.

I don't know much about new GPUs, my last one was a GTX 970. But through testing I did when trying to find the issue, I found that the GPU lights and fans would still turn on if only the right port was connected to the PSU, so initially I thought that it might have just been unplugged on the PSU end from the left side. However, plugging the same cable that allowed the lights and fans to light up when plugged into the right side into the left side caused no response at all.

I'll likely end up having to RMA the whole thing, but Newegg support directs me straight to ABS (open monday through friday) so unless I go and buy a brand new PSU this weekend I won't know if the GPU or the PSU is the real issue. I definitely regret buying prebuilt, I was set on building a 3060ti PC but I saw this prebuilt for a lot cheaper than what I had put together and jumped on it since it was a limited time deal. Too good to be true, I guess.

What device manager (or HWinfo64, or GPU-Z) says at that point?

And do you have your monitor connected to GPU or MoBo?

All-in-all, what it looks like, is dead GPU. To test it:
  • Put your GPU into 2nd PC and look if it works there.
  • Take 2nd, known to work GPU and look if it works in your PC.

But regarding RMA, you need to send back the whole PC, and not just GPU, if the GPU is toast.
