Current Build
CPU: AMD Phenom II X4 965 BE
CPU Cooler: Stock
Mobo: Asus M4a88TD
GPU: Gtx 650 ti
HDD: Seagate Barracuda Black 1tb
SSD: None
PSU: 500 watt Cooler Master
Case: Thermaltake armor a90

I am looking to upgrade to become a graphics designer, editor, and moderate gamer. I will play Call of Duty and Crysis. Monitor and peripherals are paid for. I would love to keep the budget under 750 but I could stretch to 900 if its worth I'm not sure if i want or need an i7. What kind of performance difference would i get from i7 vs i5 in editing and gaming. I will be doing some overclocking if its worth it.

*update*
I sold the CPU so that needs to be changed.

Solution
Judging from your current build I think you should keep Case,HDD and RAM(I'm assuming DDR3 from board model). Also the GPU though a bit old is good enough(link - http://www.tomshardware.com/reviews/geforce-gtx-650-ti-benchmark-gk106,3318-10.html )
So I'd recommend to get CPU,Motherboard, SSD, Cooler. Suggestions are :
CPU & Motherboard: $339- i5-4670K & Gigabyte GA-Z97X - http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1658250 (has free wifi card,and CPU has $20 off with promo)
Cooler & RAM: $68- CM Hyper 212 EVO & Gskill Essential - http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1698559 (Incase you have only 4GB now, more memory helps)
SSD- $100- Kingston V300 -...

SSD- $100- Kingston V300 - http://www.newegg.com/Product/Product.aspx?Item=N82E16820721108 (Cheap 250GB , though a bit old)

Total (Excluding Rebates, Promo): 510 USD
Rebates, Promo : $25

Now about GPU and PSU.
If you feel the GPU is underperforming because of current system. You can always upgrade . Mind it , you need to upgrade the PSU as well (around 650-700 watt to be on safe side). Possible recommendation include:
PSU: $80- EVGA 750 - http://www.newegg.com/Product/Product.aspx?Item=N82E16817438025
GPU: Based on budget --
1. $260- Sapphire R9 280X -http://www.newegg.com/Product/Product.aspx?Item=N82E16814202046
2. $340- Gigabyte R9 290 - http://www.newegg.com/Product/Product.aspx?Item=N82E16814125505 (Cheap at this moment)

Hope you like it!

Diff b/w i5-i7 - i7 has hyperthreading , i5 does not. Useful in application that are optimized to use it like some video editing apps. Games are not affected much.

The latest Devil Canyon CPUs are almost similar to prev. gen Haswell (like i5-467K,i7-4770K), except they have more base and turbo clock (400Mhz). They are also better binned i.e. they will overclock a little better than prev gen CPUs.
