[SOLVED] System Upgrade

So I bought a Cyberpower PC build awhile back and it is due for some much needed upgrades.
  • AMD FX(tm)-4300 Quad Core Processor 3.8Ghz
  • 8GB Ram
  • Radeon RX 460
  • Gigabyte GA-78LMT-S2
  • EVGA 450BV Power Supply
Looking to stream/game with a newer set up that is more of a budget build. I'm a complete noob when it comes to hardware, compatibility, etc. I have a grasp of it and confident i can put everything together and trouble shoot but would like some recommendations on what hardware to get that will synergize well together. What I'm currently looking at is:
  • AMD Ryzen 7 2700X
  • ASUS ROG Strix B450-F Gaming Motherboard (ATX) AMD Ryzen 2 AM4 DDR4 DP HDMI M.2 USB 3.1 Gen2 B450
  • Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz C15
Is this a good start? Would investing in a 3000 series CPU really worth it? Is upgrading my GPU and PSU necessary as well? If so any good recommendations?
Any help is greatly appreciated. Like i said im a complete noob.

Power supply is fine for now. RX460 doesn't use a lot of juice. When you start looking at larger GPUs, then yes, it should be replaced with a decent 550-650W power supply.

R7-2700X is a fine budget choice at the moment. 8 core processor on the cheap, which will be good for streaming. 3000 series is better of course, but it is that much more expensive. Memory choice is fine as well.

Your GPU requirements come down to what you play and what your screen resolution is. If you are running 1920x1080, then something like an RX5700 or even GTX1660 Super is enough. If you are wanting to look forward to 1440p, then start looking at the RX5700XT and RTX2060 Super cards. And anything above that is looking at 4K or high refresh rate displays.

Even for 1080p gaming the GTX 1660S and Radeon RX5700XT are kind of overkill. If you want to spend less money, get a GTX 1660. It's around 12% slower than the 1660S, but it's plenty.

Want to spend even less? Join the club, get a 1650 Super.

FX-4300 came out 7 years ago. RX460 is more recent at about 3 years ago. 1080p today, yes, a few years from now, who knows, depends on what games come out. Always err on the side of caution when speccing a PC unless you know the requirements are fixed during it's lifecycle.

Also, 1080p forever, probably not. If there are plans for a new, higher resolution or high refresh rate, monitor at any point in the near future, might be better to buy an even faster card.
