system volume information -- 177 gb

I have a certain partition that is 400 gb, but 177 gb is taken up by a file called {90893789-de1f-11e5-82dc-305a3a7e68e4}{3808876b-c176-4e48-b7ae-04046e6cc752}
it is in the hidden folder called system volume information.
I can't delete the file or the folder.
how can I reclaim my space?

What are the settings for your Restore Points?
 
That folder belongs to system restore service.
You can specify, how much space it is allowed to use:
Control Panel/ System/System Protection

Set it to ~5GB. It will be enough for several restore points.
If that partition is not where windows is located, you can turn system restore off for that partition.

I checked, and for that partition it is set for 0 bytes.
I now set it for 5 gb, in the hope of getting it to work, but "turn on system protection" is greyed out, even though I allowed it 5 gb.
