Question System-wide stutter?

I have this really annoying issue with my rig where occasionally and randomly on the desktop or in any browser, there will be massive system wide stutters. I know the problem isn’t temps because fans don’t ramp up, from what I have been able to see from task manager, my CPU is not even close to maxed out (never exceeds 30% during the stutter) my theory is that it is either some background tasks that are interrupting the system, or maybe something with drivers. I should mention that restarting fixes it, which is why I think it has to be some background task or something. I have also disabled all startup tasks. Due to the nature of this issue, (both the randomness and the fact that the stutter makes it impossible to open or close programs while it is happening) It is incredibly difficult to share anything related to hardware utilization or temps since I can't even open programs while this is happening, but given the fact that this doesn't happen while gaming or during periods of high load leads me to believe that it cannot be a temps or power issue.

CPU: Ryzen 7 7700X,
CPU Cooler: ID Cooling Frostflow X 240mm AIO
GPU: RX 6800
RAM: 32GB of DDR5-6000,
PSU Seasonic Focus GX 850W 80+ Gold,
storage: Samsung 980 pro 2TB,
Motherboard: Asus tuf b650m plus wifi.
 
I should mention, that my temps at idle from what I can tell before the stuttering starts, are 40C temps under load never exceed 85C. I am completely stumped by this issue because if I manage to get task manager open during this, there is no telltale high or maxed-out CPU or GPU usage. It does seem like closing background tasks (usually samsung magician, icue and rivatuner seems to fix it, at least temporarily. I have a strong feeling that it has something to do with armory crate or other asus background tasks, because I never use Armory crate and that means that it is probably always trying to update in the background. I should also mention that I am using the Radeon beta drivers for Fluid motion frames, which I also suspect could be the cause.
 
What, if anything, are you overclocking (CPU, GPU, memory)?
I am not overclocking the CPU, I am overclocking the GPU (I think. it may have reset after numerous system reboots, I will check later) by using the auto overclock. I am technically overclocking the RAM to its rated 6000 Mhz.

Did you update the firmware on that drive when you got it?

If you suspect a specific process or service for causing an issue, performing a clean boot will allow you to determine if the problem is being caused by your driver, or the services that you suspect that are now all disabled. If you no longer have any issues after a clean boot then the likely culprit is one of the services that had been disabled. Through a process of elimination by reenabling the services, you can figure out which is causing the issue. If the issue persists through a clean boot it is not any of the services that were disabled.

But you give no information as to what firmware version you had. If I had no clue as to what the problem was I would give absolutely all the information I could.

Could be several reasons but that was the first that came to mind to me, but still no information from you.

Then we can go back in time to the POS power supply had. Not to disrespect you but you probably still have.

EDIT don't take it as a personal attack but I figure you to be about 15 years old trying to learn, nothing wrong with that.
But when you have a problem exact information is a must if you need help. (I don't think so just don't cut it)

I'm 62 ran my own shop out of my house years ago before it became a game for builders to just use the cheapest crap they could buy to get the price down.

Like in one of your post as to why pre build's use a single stick of memory.

I apologize, I was busy. Anyway, firmware is the latest according to Samsung magician.

i do still have that PSU, but it is not in use. I had a friend replace it. Any other information you need, let me know.

First of all, I’m 18, second of all, you are right I am trying to learn anything and everything I can about PCs and technology in general, which is why I am so active on this site.
