System won’t post after installing windows 10

Evga z77 stinger Mobo

I migrated my parts from a larger case to a smaller one. Pc was working fine before, but I did swap in a new Mobo, one that fit the case. I formatted the drive, and planned on just a fresh install of windows. Downloaded the iso of the 3/18 version of windows 10. Booted from the usb and installed. When it completed, it went into reboot and after that nothing works. PC will not post, goes into endless reboot cycles, can’t even get into BIOS. Tried removing peripherals one by one, down to 1 stick of ram, removed the little battery, tried different ram sticks, no hard drives, swapping psu.

I’m at my wits end, about to pull all my hair out.

First, OS installation doesn't have anything to do with post or problems like that, I suggest you assemble part by part outside of the case, make sure there's a speaker/buzzer connected to MB so you can hear POST codes.
