System won't post, suspect a DOA Motherboard

I've built a little rig for a friend, won't post.
No fans, no sound, no LED's on motherboard, no nothing.
I checked if Power switch was broken or something, shorted the two pins with a screwdriver, still nothing, switched PSU's with a known working one, still nothing.
Checked every possible troubleshooting option, nothing.
Dead motherboard? Any specific way for me to tell?

Try starting the board outside the case, only CPU and...

I've tried and checked off everything in that list except resetting the CMOS because I haven't had the time, and I don't see how that would make it post. (I thought resetting the CMOS was for after you actually get your components moving)
Also, using a multimeter for the PSU I haven't done because I already tested a different working power supply which the rig still didn't post.
Thoughts?

Try starting the board outside the case, only CPU and CPU fan installed, both 24 and 8 pin power cables connected. No other components/wires. Short the 2 pins and see if CPU fan starting. If still no go, it could be a board issue.
