System Wont Post, Tried everything

first off here are the components:

intel pentium d 950 (test processor, waiting for my q6600)
asus striker II formula motherboard
4gb crucial ddr2
600w enermax noisetaker psu
xfx reference 5870 gpu

To start off, I have tried 3 graphics cards so far in this system, so I know that it isnt a gpu problem. I have switched out the ram sticks, made sure all cables are plugged in, etc. I am wondering if the pentium d is causing the problem. Since the mobo I have is for high performance core 2 quad/extreme processors, maybe the crappy pentium d 950 is causing it to not post. I appreciate the help!

Pentium D is compatible even Pentium 4 is... so that's not the cause.

Is it making beeps, leds lighting, fans running at normal speed... if yes to all, try resetting the BIOS with the 5870 gpu video card installed, battery removed for 5 minutes, and press the start button holding it for 30 seconds. Bios settings can get mixed up by trying different components and settings can get stuck persistently sometimes and resetting the BIOS is the only way to quickly remove them and start clean.

If it's not making beeps, leds not lighting, fans not running or running to slow, it can be a power, RAM, improperly installed or defective device, or motherboard issue.

There are no beeps. cpu, and gpu fan run at full speed, as well as my led fans. Motherboard shows led lights, but I get no beeps, even If I take out the ram and graphics card. I also tried resetting the cmos, by changing the plastic thing on the 3 metal pins, as well as taking out the battery for about 30 mins. Nothing solves the problem. Occasionally the system will go full speed fans for a split second (when I turn it on), then go to idle speeds, but I still get no signal. (that is only when I have 1 stick of ram installed)

1. Are all components new or which are previously used if not all are?.

2. Fans going full speed is normal.. some systems run fans faster initially and even up to Windows logon, which is when the system requires more power.

3. No BIOS beeps can be due to PSU issue, improperly installed or defective RAM, CPU, expansion card or motherboard.

4. A more effective BIOS reset method for when there are no beeps, leds, or running fans is: Removing the BIOS battery and also moving the BIOS reset jumper from 1 & 2 pins (normal) to 2 & 3 (reset), and allowing a full hour for reset...

And if that doesn't work, the same method but extending the reset time overnight, is said to guarantee waking up systems with corrupted BIOS that have no beeps, leds or running fans. So if BIOS corruption is the cause, this should work... and if it doesn't, motherboard or hardware damage is probably it.
