Question System won't save my in-game settings ?

Hi guys, so I recently got Call of Duty MW3 and I can't save my in-game settings. Every time I get in to a game, it starts over like (This is your account, this is brightness settings FOV, and everything else). So I checked multiple sources:

1) I found that some times Defender can block access to game folders that are stored in documents, and I fully tuned off file access control;

2) that did not work, then I turned off Defender perfectly that did not work; and

3) I found that some users were changing the settings file to read-only. After they changed the settings, I did the same thing but still did not work! ( After this one, I saw that the game settings file is not being changed, but still every time the game asks me to set up everything from 0 )

Thing is, I want to change A LOT of settings that game is setting up automatically, I don't want to waste 10 minutes every time changing the settings 🙁
I don;t have one drive on PC, can that be the issue?

i see its a problem on MW2 as well (figures since its just DLC released as a full game)
I assume you got some of your ideas from here

they treating it as a cash cow, not fixing problems... why when people keep buying it?

As you can see I already address this one one my second step: 1) I found that some times Defender can block access to game folders that are stored in documents, and I fully tuned off file access control; I don't have it one, its tuned off and I have all the excludions there IDK 🙁 that did not help.

Somehow Game is saving files on OneDrive that I have uninstalled, I really think that this is windows 11 thing and I will go back to win 10, and forget it.
