Systems turns on and off for a split second help

Ok so there are a lot of other fourms looking for help with this but they all seem to be a different problem

So I'm building a nice pc for a friend of mine, and after finishing everything, I plugged it in, and turned the power on.

The computer lights up, all the fans working and everything just for a split second, then it turns off. If I press the on button again, same thing.

The system has and ASUS ROG STRIX Z-370-E motherboard which (helpfully) has a self-diagnosis LED thing. During the split second in which the computer is on, the red LED turns on, indicating a CPU problem.

Do I have a faulty CPU from the get-go? A faulty socket? Please help.

Oh and I checked the CPU for any obvious damage and the socket for any bent pins. Neither.

Graphics card: ASUS GTX 1070 DUAL
CPU: intel core i7-7700K
CPU Cooler: Corsair H100i v2
PSU: Corsair CX650
RAM: BALLISTIX SPORT 16GB (2*8GB)
