Systen restor fail

Tried everything to restore my windows 10 from a blue screan nothing is working not even system resets . Tried admin wont let me change software lication states in use by something else. Please help

If you need a win 10 installer, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

did you try to reinstall Win 10 and use a win 7/8 licence to activate? You don't need it anymore, since win 10 been on PC already, when you reach screen asking for licence key, just click "I don't have a key" and win 10 should activate itself on install

Backup all your data and do a clean install. That would be your only solution in my opinion. Also the Linux you can use with USB not with CD/DVD. You can use LILI Live USB Creator tool which prepares USB drives for Ubuntu great (tested and works flawlessly with that Linux distribution).
