System Restore is fine, the problem appears to be with your system. Fix
those problems and you will then be able to use system restore.
Lack of system restore checkpoints:
The first question has to be, can you create a manual checkpoint? If not
what error do you see? If you can't create a manual checkpoint then the
system won't be able to either.
Post back details of what happens when you try to create a manual
checkpoint and depending on whether the answer is yes you can or no you
cannot and instead you get an error and we can then take it from there.
