Sysytem does not boot, ethernet light turns on when pressing power button

I attempted to upgrade my motherboard and CPU yesterday and when I tested it, the system will not boot.

I've checked everything from the stickied thread and have yet to find a solution. Also my system was working fine before the upgrade attempt Here's what I have done so far:

-Put the old motherboard/cpu back in (Will not boot)
-Used only 1 ram
-Checked all power connectors are connected, including the 8-pin 12v
-Left video card unplugged
-PSU starts up using the paper clip trick

What I know so far is when I pressed the power button with the network cable plugged in, the ethernet LED blinks. When I hold the power button for 5 second, the LED shuts off. Same result when I switched my power button connector to the reset button.

Would it be easier for me to get a motherboard tester or is there anything I"m missing?
 


Unfortunately my case connectors aren't long enough for me to have my motherboard out of the case. Is there a way around this?
 


Okay, I was able to get my power button connector to reach after some adjustments.
I put the board on the anti-static sheet that came with the box, connected only the power button connector, 24 and 8 pin power, removed all ram, and I'm still getting the same results - ethernet led lights up when connected and when I press power button, but nothing else turns on.
 


Removed 8 pin and connected case fan, fan does not turn on.
 


I tried to do the same test (in the case) on my old motherboard that was working fine before the upgrade and it doesn't power up either. I'm working on to RMA the new board, but I'm having doubts now even the old board is not booting up.
 


Alright, I plugged the new motherboard in to a different PSU and it seem to power up. So I'm guessing it's my PSU. I'm not sure how it was working fine last night before I performed the upgrade and now it doesn't work. I used the paper clip trick sticking it to the green wire pin and the black one next to it and I was able to get the PSU fan to spin. Not sure what could cause it to happen.

I'm going to assume that there's no doubt that I'll need a new PSU?
 


My new power supply just came in today and everything is running now after putting everything back together. Thanks for the help.
