T-Mobile, is there a way to block outgoing 911 calls on a Galaxy S5?

My wife is SMI (Severely Mentally Ill) and she calls the police too much on people...
I'd like to block her from dialing 9-1-1 cause they said if she calls again they will arrest her...

all i can think of is remove the sim card
this is a question for a provider

Closing this. If she really has issues taking away the ability to call 911 is not the right approach.
