T2-FM-By Order of an Unknown? (minor spoilers)

Not sure if it is a bug or there is more then one safe, but on Expert
level, I found the key by the pool and then read the book about the key
being missing. The safe that is hidden in the room does not unlock with
the Safe Key. Is this a bug or is there another safe?
The BIG safe door in the room with the combination locks, I guess the
numbers 4 and 6 are purposely reversed, but any hints on where the combo
is written?

Is the "hidden safe" you're referring to the one in the office beside the
Library? If so, you can pick it open. You need to stand on the chair to get
close enough for the picks to work.

I didn't notice that the numbers were reversed on the vault door number pad.
The hint on how to figure out the combo is in Cantwell's Diary, which you
may not have found yet. It will tell you where to look for the numbers you
need.

The hidden chest/safe is the one behind the dresser where the sleeping girl
is lying. Next to the bed room with the sleeping (unfrobable) little girl.
On to search for the diary or a key to that chest/safe. A master thief like
Garrett should not need any keys.
