T5500 Ram issue. Only 4gb of 12gb

I recently purchased a used T5500 dell precision and upgraded the cpu's to Dual x5680's. There are three 4gb ram cards in the three white slots on the mother board. the ram reads Hynix 2Rx8 PC3L 10600R 1333mhz.
PN HMT351R7CFR8A
Is it possible this is the incorrect ram for this computer?
Im aware that I have the 0CRH6C motherboard.

I'm wondering if there is a bois setting some where that has something to do with this...

OS: To me that would rule out an OS restriction.

Memtest: Only ran on one slot? That sounds suspicious. Have you checked whether this known working stick of RAM works in the other slots? The thought is to eliminate problems with the slots themselves. You could also use that known working slot to test the other two sticks of RAM to check those for errors.

Dell: If you haven't, I would still suggest you check on Dell's support page. There's a lot of diagnostic help available for the model you have.

Other: I had a case where BIOS identified the RAM but not in Windows. Had to reseat and swap around several times before it registered correctly again. Occurred after I had to reseat the CPU cooler. So it could be...
Are they all the same RAM? If the working stick of RAM is the same as the other two, then it would seem odd. A few thoughts.

(1) What is the OS?

(2) Reseat the RAM.

(3) Run MemTest to check if the RAM or slot is faulty.

(4) That Dell seems to be a workstation model. Dell's support page has information more specific to it if you have the details to enter.

That's all I can think of.
 
I'm running windows 7 pro.
Ive reseated the ram several times and inspected the slots.
I ran mem test but it only runs it on the ram in dimm2 two, but it shows in bios but after leaving bios it shows the error.
