Even if there was no damage just stopping in an unplanned way and then all the work to restart the machines is likely to cost quite a bit?
Shut downs like that cost loads of money, not just because of lost production but the equipment and processes need to be revalidated(which = even more lost production)

I recall something to that effect when a huge memory manufacture suffered a power outage.

I don't think anyone in their wildest dreams would have imagined TSMC taking the crown for semiconductors back when it was founded in 1987.
Back in 1987 Intel and Texas Instruments had a chance to invest into TSMC, but they did not.
