Taking forever to download or extract files

For some reason, my computer is taking forever to download or extract files (winrar). It usually only takes it a few seconds for small files to download and extract, and only a few minutes (max 20) to download and extract 5GB files. Today, it takes hours to download a 2GB file and when I went to extract it, it told me the estimated time was 1928 hours (Thats 80 days!). I managed to get the time down to 17 hours to extract but even that is way too long for a 2GB file. I have no viruses. I tried microsoft edge to see if it was just chrome affecting download speeds, but edge downloaded slowly too. I tried extracting a smaller file (138mb) and it still estimated 10-11 hours. I don't know whats going on, but I'd really appreciate if someone had some ideas about how to fix this.

my first thought is to check hdd utilization like kanewolf said.

if the drive is busy doing something else, then downloading and extracting would slow considerably. win 10 likes to randomly max out the hdd for their purposes. whether you are using it or not. that's my first guess anyway for a sudden case of this happening.
OK, basic computer stuff ...

Is the disk you are downloading to less than 90% full? Do you have a decent amount of RAM (8+GB)? What does task manager show for CPU, RAM and disk utilization? What does the SMART data for the disk show?

You will have to work toward a root cause.
