So a 360 cam which is only 360 in one plane (not much good if its positioned off the floor and you want to look down). You need a second 360 camera for full 360 spherical coverage.

That's correct.
Even with two camera's its still more affordable than most options.

Yeah, the camera captures more of a hemispherical view rather than a global 360* view.
Really the breakthrough is not that this they of photography is new; it is the software that can stitch the images together on the fly from multiple cameras and correct for the extreme fisheye lens distortion.

That is why Kodak sells a two-camera kit, complete with frame to hold the cameras back to back and stitching software to make the true 360 video. It is higher resolution than the one camera produces.
