Question task manager 0 GPU usage anomaly

This is a new one for me, Task Manager is showing zero usage when playing certain games and applications. I have know idea what's going on here. is it some I should be warred about?
I loaded up MSI Afterburner and shows a 80% Usage when TM shows nothing
specs
Ryzen 7 3700x
32 GB @3200MHz
RTX 3060ti Updated Driver
asrock X570 phantom gaming 4 w/updated chipset and BIOS

I'd try and use DDU to remove all GPU drivers, then manually reinstall the latest GPU driver from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

i just tried that. unfortunately that didn't work. I'm thinking maybe a Chipset Drivers? I did update those a week ago.
