[SOLVED] Task manager different then hwmonitor

When I play games my hwmonitor has my cpu usage at around 50-70 usage and my gpu usage between 90-100 usage but in task manager my cpu is always 95-100 usage in certain games and my gpu is always under 10 percent usage. I also get weird freezes with massive fps drops in certain games I have tried what seems like everything and cant fix the issue.

Windows doesn't now it's face from it's ass when it comes to reading GPU usage.
CPU usage however it is usually fairly accurate with.

Use RivaTuner in game to see what it says.
If both HW Monitor and RivaTuner are saying the same thing then it's Task Manager that is being inaccurate.

Both msi afterburner and hwmonitor have the same usage so I guess task manager is wrong. Another question regarding cpu usage. I notice in games when loading into a map or any loading screen for that matter the the cpu is pinned at 100 percent then drops down once in game is that normal?
