Task manager displays higher CPU frequency than what it's actually at

When I don't run my CPU at stock speeds and overclock it to I believe what I have it as of now is 4.2 GHz it displays a much higher CPU frequency in my task manager, but it's obviously not at this...

Ignore what task manager states, it is inaccurate.
