[SOLVED] Task manager not showing correct cpu usage and speed

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:
CPU:
Motherboard: include BIOS version
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: version not edition

FYI, people on Windows 10 aren't exactly working with LGA775 due to a lot of shortcomings from the OS. In fact I was going to hand over a build with an i3-2100 until the latter versions of Windows 10 were enough to make me build an i7-4770(non-K) system to alleviate the limitations on the previously mentioned platform.
