[SOLVED] Task manager says cpu base speed is 3.8 ghz but cpu running 3.76

I have been over clocking my ryzen 7 1700 and every time i up the ratio task manager says the base speed is higher than the spu is running
Its says my base speed is 3.8 ghz but my cpu is running 3.76, it said the base was 3.7 when it was 3.66 (I tried adding more voltage)

Result of some decimal rounding and FSB/BCLK being less than 100 depending on BIOS and MB.
