Question Task manager says cpu is 7.3 ghz,

I just rebuilt an older pc (i7-2600k, r9 280x) and i overclocked it to 4.5 ghz, but for some reason taskmanger says it runs at ~7-8 ghz. Hwinfo64 says the correct speed, but I don't know why task manager is bugging out like that. can anyone help me out?

TM is often wrong on many things specially when Windows are installed while settings are not same later on.
RAM, GPU and other stuff too.
