Task Manager showing a constant 100% CPU usage

When I check what process/program has the highest CPU usage, task manager shows that Task Manager itself is taking 60-85% of the CPU. What would cause task manager to have this level of CPU usage?

EDIT: My CPU is an i5-6200u on an Acer Swift 3 laptop.

What is the usage with no task manager, no browser open , etc.?

Task manager normally only causes .4% of cpu utillzation here, by comparison....

Check clock speeds in task manager when nothing open, and when doing a Defender scan...

Is your processor overclocked? if so task manager is usually wrong. Even if it isn't overclocked and you are not experiencing any forms of stuttering or lag than I don't think you should be concerned. The perks of being a pc user
