Question Task manager shows the cpu clock wrong

When i got this pc(7 years ago), the task manager said always that is running at 1ghz.
The pc was on like 4 windows. XP, Vista, 7, now 10 and always 1ghz on task manager. Cpu-z shows 2ghz. If i boot in safe mode, the frequency on task manager is normal at 2ghz.

the .99 GHz reading at the bottom of task mngr is it's current clock speed, where 2 GHz is the maximum turbo speed spec of the processor...

You should not expect to see a constant 2 GHz in task mngr...; if the CPU is turboing correctly, you;d see brief bursts to 2 GHz when opening/closing Windows/applications, etc., and the CPU will sit at 800-1000 MHz to conserve power when not under an intense load.. (Safe mode might be disabling Balanced Power plan management...; you can try selecting Performance mode within WIndows power plans to see if that helps you)

I did a stress test but the frequency didn't go more than 0,99 in task manager. On third party apps was showing 2008mHz. I also have the power on control panel to maximum performance.
