When I check my task manager up time, it says it has been on for 4 days. Is this correct because I turn off my computer every time I stop using it and don't touch it again.

Off is off.
Task Manager can't do what you describe if it is actually 'Off'.

Windows 10 "Fast Startup" is a feature (that will make your computer boot up to Windows 10 faster ...one of the point - it will keep CPU Time next time you start up your computer.

Fast Shutdown are part of "FAST STARTUP"

If you believe this "FAST STARTUP" feature is not good for your computer. You can disable it.
For sure Disable it if you have a SSD Boot drive.

or

If you want keep the Fast Startup feature on, but sometimes want to do a FULL SHUTDOWN, Hold Shift then click on shutdown.
