Question Task Manager/usb/volume control (alongside other things) dont work

Since 2 days ago i was having problems with my PC as certain features just gave up and did not work anymore. The main one being Task Manager, as it gives me this message instead:

Alongside TM, there are other stuff in the start menu that have stopped working, like Snipping Tool, and more minor apps that i dont care about. Also, the volume control in the system tray now shows an X on its icon, even tho i can clearly hear from the speakers as usual..
(tryig to troubleshoot this didnt work)
Another problem i have right now is that no USB ports seem to work properly. Inserting a storage device via usb doesnt get detected, BUT when plugging my smartphone via usb, it does get a charge + i can see the files in windows as well.

My plan was to give up and reinstall win10 but i wanted to bring this up here before i do, in case someone can help me solve this.
Also a side note - My CMD doesnt work as well but this has been a thing for a year or so now, so it doesnt relate to the current problems, tho im stating it in advance in case a solution may need a CMD for (tho i can use powrshell instead) would arise.

I am not entirely sure these 3 problems are even connected to eachother, but they all happened within the last 2 days or so (may have dl'ed a malicious file that caused all of this).

Update your post to include full system hardware information and Windows 10 version information.

Possible file corruption.

Do you see any related errors in Reliability History or Event Viewer?

First: Ensure that all important data is backed up, proven recoverable and readable.

Second: Try running "sfc /scannow" and "dism" via the Command Prompt.

Hi, so i've ended up doing the in-place upgrade (refresh) and it fixed literally everything, CMD included!

Thanks for the help!
