Task manager wont start, get an error a few minutes later

So when I try to open task manager it won't open, then a few minutes later I get an error saying taskmgr.exe did not respond in a timely fashion. I'm led to believe this is malware or a virus? If so I have checked my programs and I don't seem to have anything sketchy

Yep. Time to install a new OS

OKAY guys i restarted my computer and it works now
