Its perfectly normal for a PC with fast startup turned on.
Windows 10 isn't off when you shut it off. Its sleeping in a hybred hibernate mode, it saves a copy of all drivers + a copy of the windows kernel into ram so when you restart PC, its already half loaded and bounces into action.
The only time it is off is during a restart which is also when your uptime will restart.
So you unplug PC on shut down? I would turn fast startup off in power options, it is the feature that runs the hybred hibernate and if you are constantly losing power, it might corrupt windows if its not actually off -

Turning off the power switch on the PSU should turn it off, so surprised your uptime isn't resetting then?
