Taskbar and Charm bar not responding but apps work.

After opening my laptop, all works great. But after 2 to 3 minutes. task bar and the charm bar doesnt respond. all applications work like, antivirus, media player, and windows explorer. i cant click on my task bar and the icons pinned in it. magic happens when i pressed window key, it opens the charm bar but suddenly disappears and restarts the desktop. i tried to disable some startup applications and boot services, but nothing happened. please help, i need it for my business.

Just restart and it should work. If this happens all the time, reformat and only install programs absolutely necessary, something else you installed is causing problems.
