Taskbar glitching (Win 10)

Recently started seeing an issue where I would be playing a video on YouTube and I would press the square in the bottom right to make it fullscreen. Sometimes, the taskbar doesn't get the memo that it is supposed to disappear and it just stays there and bothers me as I am watching the video. I was using a fullscreen application today as well, and I wanted to click a button at the bottom of the screen. It was in fullscreen, yet when I clicked it, it minimizes the application and clicked on something in my taskbar. I also saw that when I hovered over the button at the bottom of my screen, it didn't turn blue like it usually does when it is hovered on. Help? I can usually fix this issue by restarting my computer, but then it'll come back again. Very inconvenient.
