Taskbar icon menus

In Windows 7 you can click and hold and drag upwards on any program on my taskbar to open a menu. On my computer I can release over the option I want to select (such as Close Window), but on every other computer I've tried it on I have to release the mouse and then click on the option.

Does anyone know how to enable/disable this feature, as I am going to be reinstalling windows soon and would like to keep it. Thanks.

You're doing it wrong. You simply right-click on the icon to get that menu, then left-click the desired menu item.

clicking and dragging upwards is incorrect.
