taskbar icons flickering every second

Hi,

For the past day and a half, the icons on my taskbar have been flickering at exactly every second. I haven't installed anything except for OBS Studio, and if it helps, my pc is custom built and roughly 3 years old

On my main monitor, all the icons flicker, and on my second monitor, only the icons of open windows flicker. The taskbar itself stays the same, only the icons change

I have recently been experiencing some sound issues, a slight buzzing in my headphones that gets louder every time the screen changes, but this is most likely unrelated

So far I've tried:
- Changing ForegroundFlashCount to 1 and ForegroundLockTimeout to 0 in regedit, under "HKEY_CURRENT_USER\Control Panel\Desktop"
- Uninstalling recently added applications, and known faulty applications
- Updating/reinstalling display drivers (update wasn't necessary)
- A few other things, but it's 4:40am and I'm getting tired

Any advice would be greatly appreciated!

I hope that's not the issue, is there any way to check other than buying a new one and testing it?
