Question Taskbar keeps popping up for a spit second when clicking in full-screen games ?

Possibly a evolution of this post's issue
It's gotten to the point that a couple games have crashed. also noticed it's possibly happening even when not in full screen and it's going almost unnoticed other than a click going seemingly unregistered.


I noticed while recording this that it only happens a majority of the time

PC Specs:
Motherboard: ASUS Prime X570-P (BIOS never updated)
CPU: AMD Ryzen 3 3100
GPU: Zotac GTX 970 4GB
Main Drive: Kingston 240GB PCIe NVMe M.2
