taskbar missing after replacing monitor

I recently replaced my monitor with a new 19" StarLogic monitor. Ever
since, I do not see the task bar, normally at the bottom of my screen.
Its not hidden at any edges, its just not there.

The monitor does not come with a driver, uses whatever windowsXP plug n
play driver there is. If I hit the windows keyboard key, or Ctl - Esc,
nothing pops up.

When I come up in safe mode, the task bar is present where it should
be. I have reset the display properties several times thinking that
might reset something. Nothing.

Any ideas?

There should be some controls on the monitor to stretch and move the display
area. Play around with the buttons on your monitor and you'll get it.

I already moved and stretched it around some, far enough till
the blue desktop was way above the bottom, with lots of "black"
showing. But maybe I need to move and stretch even more. I'll try that
this evening.

Try a different resolution setting until the bar shows. Set it first to
800X600
Display propertings>Settings>Resolution
