Taskbar not showing which apps are running

So my computer is not showing the glowing bar under running apps in the taskbar, nor does it highlight them when they are running and open. I have tried changing themes, reinstalling graphics drivers, different video cards, messing with taskbar settings, changing taskbar colors, changing resolution...nothing helps. Yet when I RDP remotely into my machine, they appear normally. Anybody have a similar issue?

Glowing bar? I've never seen a glowing bar like you describe since I started running the insider version of Windows 10 on 10/1/2014. I don't see it on the laptop I'm running Windows 10 Home on where I'm typing this either. I do see icons for started tasks along with items that are pinned there.

This screenshot is from RDP. When sitting in front of the actual computer those glowing bars under WinSCP and Chrome would not show up, eventhough they are running.

Is this issue with only some pinned Taskbar icons, or all of them? I would guess this could be an application specific issue with the Taskbar shortcut, but haven't witnessed the problem firsthand to have any way of testing it.

All applications, it does not seem application-specific.

Only thing I could suggest would be to delete and re-pin them. That IS strange!

I know right? I've tried that as well, I'm just hoping somebody has some ideas before it bugs me to the point that I reinstall windows...
