Question Taskbar notifications - turn off?

Is there a way to turn off all Windows 10 taskbar notifications? I'd prefer not to have the taskbar pop up at any time other than when I move the cursor over the taskbar area.

right click start
choose settings
search for notifications using search box
choose notifications & actions
under Notifications, deselect them as you see fit.
the one you likely want is Get notifications from apps and other senders
I turn off Get tips, tricks and suggestions as you use windows as it used to cause slow down.

Sadly that didn't work. The specific problem I'm having is when I create a new note in Evernote (or receive a message in Line, a messaging app), the taskbar pops up.

(Everything is off under notifications except for Skype and Focus Assist, which are grayed out.)

When Evernote is in focus --when it looms large on my screen-- and I create a note using a hotkey, the taskbar stays silent. But when, for example, I'm here, in Chrome and press a hotkey, the taskbar pops up. The taskbar stays popped up until I click on the flashing Evernote bubble on the taskbar.
