Taskbar Overlapped by other applications

My task bar is being overlapped by other applications.
And it feels unatural to me.
Heres an example of what is happening:
normal:

With other application on top of the task bar (The application in highlighted):

Hi, try this: Unpin Chrome (or whichever application is being shown over top of the taskbar) from your taskbar then reboot. Re-pin Chrome to taskbar.

Is there a solution for this? I have this problem since january 2019, and multiple after installing multiple versions of win10, it still has this same problem.

There was a fix in this post. Are you saying it didn't work for you? If so, best to start a new post (you can link this old post) , rather than use this one that is 2 years old.
