taskbar problem after last windows update

I have this problem after latest windows 10 update, start windows icon is not responding, as well as the right click on my taskbar pinned icons. after a quick search on the web, i created a new local user, moved everything from the old user to the new one, and deleted the old one. now i discovered that after a windows restart i again have exactly the same problem, which is fixed if i hard reset from the tower button OR sign out and re-sign in the windows...

any help before i format?

1. Go to the desktop, right click anywhere, hover your mouse over new and then click shortcut
2. When you are making a shortcut it will ask you to type a location. type in "msconfig", click next and then it will ask you what you want to name the shortcut name it anything you want its not imprtant.
3 . A shortcut for msconfig will show up double click it and click on the boot tab at the top. once in the boot tab enable safeboot and the click network underneath it and then click apply then OK it will ask if you want to restart you should restart it
4. Once it is restarted you should go to ms config again and then turn off safe boot and the apply and restart again and hopefully once you have done that things should return to normal

tried this, but not helping, i now realized that it has something to do with Generic SuperSpeed USB Hub. because after a restart, when pc works fine, i get an error message from windows that the last USB device i connected is malfuctioning etc.. and then in device manager the generic hub has a yellow mark, so i uninstall it and restart pc so it can reinstall the drivers, and then the yellow mark goes away BUT, then i have the taskbar issue..
