Taskbar showing under Start menu(Tiles)

clicking the start icon/windows icon on windows 8.1 will take me to start menu or metro tiles (didnt really know what does it called) my problem is the taskbar is still showing until i move my mouse, sometimes i need to click the arrow down (all apps) but the taskbar is in the way, is this normal? or is there a way to disable taskbar under start menu or hide the taskbar quicker ?

and i got this randomly, when opening a folder( for example steam folder)
i can see the txt file icon normally and folder and other stuff but the application like steam itself (.exe file) is just a pure white file, it takes seconds to load the icons, i dont know if i change something in behavior but i do change lots of settings.

u see taskbar in start menu because your mouse cursor is still on start button as long as u keep cursor there taskbar will not hide if u want to get taskbar hide quicker u should move your cursor fast after clicking start button or u just can go to start menu by start button on your keyboard then u will not see the taskbar.

Solution
This is normal behavior when using a mouse and keyboard with Win8.1. In any Metro application you can move the mouse down to the bottom left corner where the start menu hides and see the taskbar. Also, in metro apps (but not the start screen) you will get a drop-down bar which gives the ability to minimize or close the app. This bar also allows you to more easily grab it to assign the app to one side of the screen when multi-tasking metro apps.

Nothing wrong with your machine, this is perfectly normal behavior
