Taskbar, Start Button, and File Explorer are Unclickable

Yesterday my PC's taskbar and start button became unresponsive, right clicking and left clicking would not work. I could still open the start menu by pressing the Windows key on my keyboard and I could open the File Explorer via Win+E. Opening the File Explorer, I was having the same problem as the taskbar and start button. In programs like Chrome, clicking on results in a Google search wouldn't work and the program wasn't responding to my mouse clicks. Everything was unresponsive. I restarted the Windows Explorer task through my Task Manager, booted into Safe Mode, and tried to fix it through any means I could without resetting my PC. Eventually, nothing was working, so I reset Windows and installed a fresh copy of Windows 10 Pro from my USB drive onto my PC.

Resetting, the issue would go away for a while, but after a restart, my taskbar, start button, file explorer, Chrome, and everything else would become unresponsive again. I have no idea what's wrong here. A fresh copy of Windows repeatedly getting this same issue.

My mouse cursor still moves around, and I can right click my desktop and still open programs that have shortcuts on the desktop, but nothing in individual programs is clickable, and the taskbar and start button are unclickable. I've been having to use key combinations and the Tab button to pretty much do anything with this PC and there's been no solutions that have worked for me.

Specs:
AMD FX-8320, Gigabyte GA-970A-UD3P, 16GB HyperX 1866 MhZ RAM, Crucial 275GB SSD, 2TB Seagate HDD, EVGA GTX 970 FTW, EVGA 600B PSU

Edit: As well, I did sfc /scannow in Command Prompt and returned with no errors.
 
Solution
I solved the problem. Windows is automatically downloading a driver for my mouse from Elecom and it is doing this to my system. Using a different mouse and restarting my PC has totally fixed the issue. Anyone know how I could continue to use this mouse without my PC doing this?


I thought the installer might have been corrupted so I formatted the USB and recreated the USB installer through the Windows tool. Same issue. I also went into the PC's settings, and selected the option to reset the PC, let it go through all the steps, and still the same problem. I'll check for a BIOS update and get back to you.
 


I had the FA bios, which was the oldest, and I just updated it to the newest available BIOS, FC, booted into Windows, and no solution.
 
Update: I removed Windows 10 and installed Windows 8.1 on my machine and I'm getting this same issue. Unresponsive programs, taskbar, start menu, etc. What is going on? Is this somehow a hardware thing? Makes no sense.
