taskmanager CPU usage 100% - fake

Hello,
I have the following problem: for some time my CPU Usage in taskmanager is shown at 100% even if my system sits Idle...
I know that it's a fake reading because everything works fine and as fast as it should, and Process Explorer shows the correct cpu usage - between 1-10%
I want to know if somebody encountered the same "problem" and if there's a fix for it

Yes, it show processes from all users; i've checked with both avast and bitdefender; It must be fake because the sistem isn't running slow at all. also sysinternals shows low(normal) cpu usage
 
If that chart is at idle, you've got system interrupts/processes using all your CPU's bandwidth. Click them open and see what is using the CPU. Have you updated your virus pgm and run a FULL scan? Repeat with Malwarebytes.

Everything is updated, I've run a Malwarebytes scan and nothong was found;
System interrupts cpu usage is not high all the time, it happened to be when I took the screenshot.
Sysinternals shows at the same time 1.34% cpu usage whyle taskmanager is at 100% ALL THE TIME...
 
I have the same problem. It's showing 100% CPU Usage but at the same time it's showing 99% System Idle Process. So there's something wrong with how Windows 10 shows it's CPU Usage. I noticed the same for Disk Usage.
 


Looks like system interrupts is taking up the vast majority there, might be an issue with some software/hardware request conflicts. Try turning off bittorrent and seeing if it dies down, might be something as simple as network driver corruption.

As for 100% usage but not lagging, welcome to how scheduling works. I regularly make low priority software that runs 100% of a CPU while not actually affecting programs that start off at default priorities.
