Tcp/ip connection fail - Iron Blitz

I dusted off and re-installed Axis and Allies Iron Blitz to play online with friends. I choose multiplayer, tcp/ip, host game....and it gives me my host IP address. When my friends choose Join Game and enter the IP address there is always a failure to connect. If I use another computer in my house (using the same router) I can connect using that IP address. Q1: Why can I only get a connection from a computer connected to my router? Q2: How can I connect to others online?

What is port forwarding and how might that help? (The only computer classes I have taken were BASIC and FORTRAN in high school 22 years ago. I learned zero about networking and IP protocols......i.e. I'm a network noob)
