[SOLVED] TDP Inconsistency i7-9750h

While gaming the cpu tdp is either 30W or 45W without changing anything. Yesterday while playing fortnite the TDP was 30W and the temps were in the high 70s and suddenly right now it's running at 45W high 80s. What is causing that?

The system manufacturer appears to have lowered it another 5w to further aid the above.
