What is with the intermitant Hammer walking around with the real large sword?

I have a jpeg of it if you want proof. I can send it to the thief
newsgroup.

I recall seeing that. Maybe he is a Hammer of a different rank?
Maybe there should have been more of them but they just didn't spawn for
some reason?

I think in Thief 2 there were characters created, but never used in the
game.

I once went into Stonemarket and about the first 8 NPCs I saw were all
identical women (in the red and white garb), very few City Watch either.
Thought I had stepped into the Stepford Quarter ;-)
After that the fat blokes began spawning and very few other characters. I
also never saw the fat bloke/s until after I had passed through the
Stonemarket areas about 3 times, definitely not until after the St Edgar's
mission. Then I stopped seeing the guys with the blue tattoos on their
heads.

Maybe I am wrong but some of the characters seemed almost frozen, that is
they didn't move around the map, and would stand in one pose, had no other
animations, but would respond if they saw you. Most notably for me was the
sunken citadel. This was the room with the large statue over an altar in it,
just before the library. Two fishguys (names escape me) were standing
motionless and both facing the same way in a kind of an "en garde" fencing
pose.
