Teacher - Problem with BroadcastVision LCD Monitors

I am a high school teacher in Oakland, CA. I just recently had some LCD monitors/TV's donated from JP Morgan to my school. I am having problems getting them to work. They are manufactured by BroadcastVision and they are meant to be used as personal TV's for treadmills. When connecting the monitor to a computer it powers up, cycles through some static, then a blue screen appears saying "TV MODE". If I connect a coxial cable to the tuner (at the right of the picture) nothing shows up on the screen at all. I've opened the monitor and it has a second VGA port soldered in (at the bottom of the picuture). I'm pretty sure that the wires coming out of the port are what is putting the monitor in "TV Mode". I have tried unnplugging the TV tuner, I've tried using the VGA port on the main board, I've tried the compositive video input, but I can't seem to get the monitor display a picture. Any help would be greatly appreciated
