Tears and low image quality in games

I've recently swapped my CPU, mobo and ram and first thing I've noticed when I launched a game Rise of the Tomb Raider was something I've never come across before and I also couldn't find anything about my problem on the internet. It's tearing and the quality of the game has dropped down by a lot also the bloom is so strong that it covers the whole screen.

I don't think it's the driver problem since I've clean uninstalled it with DDU. The monitor I play on is the same as last build so it's not that. I think it might be the PSU or not enough RAM. I also just got a crash in the game it never happened on the previous build.

BTW. it only happens in DEMANDING games other than that it's fine, I'm pretty sure it's the PSU what do you think?

No, I thought win 10 adapts to hardware change.
If so, should I do an upgrade on top of the existing windows or reinstall from scratch?
 


When you swap motherboards it's always recommended to reinstall windows and by swapping platforms it's basically necesary.
