I just got my board back after being repaired and will next rebuild the
power supply if needed. Suggestions on what to replace? The caps?

Yes, replace the caps and resolder all the connector pins.

Honestly,

Don't bother with the old original power supply. Get the switcher and
wiring harness from Elektronforge. It's worth the money and is a
plug/play type of option. You won't have to worry about that old power
supply flaking out again.

Ok, so I replaced all the caps on the power supply. I couldn't find a 20000
mf 16 volt cap, so I used 2 10000 mf 16v solder together. I did notice on
the board a 10 mf 16v was replaced by a 10 mf 25 v cap, so I replaced that
with the same.

Checked the voltages and everything look great on the power supply board.
Fired it up and............................

same problem. Graphics are garbled. The game plays, but you can't really
make out what is on the screen. Sounds are fine, ship fires, etc, but the
graphics are distorted. It's doing exactly what it was before I replaced all
the caps.

Monitor next? Does anyone have a manual for these 19" monitors? Also a
schematic or troubleshooting manual for the monitor. I think that's the next
step.

Man, I was hoping to get this problem solved. Sigh.

If you're monitor is a Wells Gardner, try adjusting the HORZ HOLD pot.

Yes, I tested all the voltages on the power board and they're fine. What do
you mean TSing techniques? Do you mean checking the power supply and the
edge connector to the motherboard? I've already replaced the connector to
the motherboard and have had the mother & daughter boards checked and
verified that they are working correctly.

I've adjusted the pots on the monitor. No change at all, except for the
width and height of the screen. I'm beginning to think that there is
something flaky with the monitor or board for the monitor. Any other
suggestions?

Video coupling cap? 10uF/25V (radial) near motherboard edge connector.
